This means the Spirit’s influence in a believer’s life can be weakened-not because God has changed, but because the believer is no longer yielding.
In verse 20, Paul adds, “Despise not prophesyings.” This shows that quenching the Spirit is closely connected to rejecting or shutting down what the Spirit is trying to express, whether inwardly (conviction, guidance) or outwardly (instruction, exhortation).

In the life of a believer, the presence of the Spirit is constant, but the manifestation of His activity is not automatic. A believer can carry the Spirit and yet not walk in His influence.
